CIS Week 1 Reflections - Class P06

Dear Students (Class P06)

We have just completed the 1st week of lesson which covered issues like Information Literacy, Digital Divide and IDA's initiatives in bridging digital divide in Singapore.

Please reflect on what you have learnt this week and post your reflections on the following issues. Do keep your reflection succinct (i.e. brief and concise) and to the point, in not more than half a page.

Reflect on these issues:
(i) Is there a difference between Literacy and Information Literacy? Can a country achieve information literacy without its citizens attaining a basic level of literacy?

(ii) Digital Divide is said to occur only in the less well-off countries. Is this true? Does Digital Divide occur in a more prosperous place like Singapore?

(iii) Identify 2 basic measures that a government can do to alleviate digital divide.

  3. My reflection.
    i)Literacy is the ability to read, write and be able to do arithmetics whereas information literacy is the ability to know when there is a
    need for information, be able to identify, locate, evaluate, and effectively use that information to solve their problems.
    Therefore I believe there is a certain difference between literacy and information literacy. However a country can only achieve
    information literacy if its citizens have a basic level of literacy as information literacy is built upon the foundation of literacy.
    You have to be able to read and write to make full use of information and be able to solve the problem with the given information like
    arithmetics.

    ii)This is not true. Digital divide does occur in a more prosperous place like Singapore as Singapore is also affected by the wealth gap
    like many other prosperous countries. This in turn means that the people that are poorer are unable to afford laptops and internet
    access and thus the digital divide does occur.

    iii)The government can alleviate the digital divide by providing schemes to help the less fortunate be able to get a laptop and internet
    access. The government can also provide locations for people to temporarily access the internet which can help in allieviating the digital divide

  4. Reflection.
    i) The difference between literacy and information literacy is that literacy is the ability to read, write and do arithmatics but information literacy is the ability to know when there is a need for information, to be able to identify, locate, evaluate, and effectively use that information to help them solve problems and provide more in-dept knowledge to what they need. However a country can only achieve
    information literacy if the citizens have obtained a foundation of literacy as information literacy is built upon the foundation of literacy. To explain furthur, without the basic of literacy, an individual will be struggling to read, write and do arithmatics. So even with given information that individual will still struggle to process the given information. Thus having a foundation of literacy is a must in order to achieve Information Literacy.

    ii) Not true. It is because digital divide do occur in a more prosperous place like Singapore. Singapore is affected by the generation gap. This means that the people that are older didn't get to use the internet or a computer before thus don't know how to operate or surf the net. This is 1 reason why the digital divide occured in places like Singapore.

    iii) The 2 basic measure that a government can do to alleviate digital divide are 1. Introducing financial support schemes to help the low PCI family to purchase a pc / laptop and internet connection.
    2. Provide workshop to helps the older generation people to learn how to operate a computer and surf the net.

  5. Reflection on week 1 (CIS)

    Firstly, literacy is definitely different from information literacy. Literacy is basically the ability to read and write, which means that a person has at least gone through some form of education. Whereas information literacy required a person to be higher educated because the person needs to be able to identify, locate, evaluate and effectively use the information that he had found in solving the issues or problems on hand.
    As what I have indicated earlier, information literacy needs a higher level of education. This is because information literacy not only requires a person to be able to read and write, it also requires the person to be able to identify if the piece of information that he had read is useful to him. Without the basic literacy, the person most probably would face challengers while handling information. Thus, a country with its citizens lacking basic level of literacy, will most likely not be able to achieve information literacy.

    I have to agree that most less well-off countries have the situation of digital divide. However, it is not true that digital divide only occur in the less well-off countries. More prosperous place like Singapore also have the situation where there are wealth gap between the rich and the poor. However, Singapore have made constant effort to help the poor who are unable to access to internet by subsidizing broadband or laptops. Thus making digital divide less likely to occur.

    Other than providing subsidies on internet broadband or laptops to low-income families, Singapore’s government also encourage citizens to approach their residents community centre where free internet access is provided temporarily.

  6. i)Literacy is the ability to read and write and information literacy is the ability to access and evaluate information from different sources example the internet. The country could not achieve information literacy without its citizen attaining a basic level of literacy. As u need the ability to read and write, to know how to access the information, and get the correct information.
    ii) It is not true. Digital divide also occur in a prosperous place like Singapore. As not all people in Singapore have access to proper network and electronic devices like laptop and smartphones. Thus digital divide still occurs
    iii) 1) Government can alleviate digital divide by having free course on basic computer skills for the old, and the needy.
    2) Government can also give financial assistance scheme or interest free loans to help the needy to afford laptops and smartphone.

  7. i) Yes. There is a difference between literacy and information literacy. Literacy is the ability to read, write and arithmetic. Information literacy is the ability to identify and understand information that is needed to be organized and are able to locate and determine the sources and share that information. No, too much information given on the internet and they are not able to identify which is the correct ones or the important information on the web unless they have a basic level of information literacy to do so.


    ii) No, not true. Everywhere there is a gap in between. Likewise for digital divide, not only the less well-off countries facing this problem. Prosperous countries like Singapore will also occur digital divide. Even Singapore are well developed countries, as the poor and older generation still exist. For the poorer ones, they are unable to afford a computer and/or an internet access at home. For the older generation, they were not taught on how to use a computer and have zero knowledge on info-comm as they may or not have an access to a computer or an internet services at home.


    iii) 1) The government can alleviate digital divide by getting volunteers of school students to teach the senior citizens on how to use a computer and teaching them the basic skills of IT.
    2) The government can also help to subside the low income householder for a notebook or a broadband services at home to help them to improve their knowledge on info-comm as they are able to use the computer and internet access to surf the web for more information.

  8. Reflection :

    i) Literacy is the ability to read , write and be able to solve arithmetic questions while information literacy is the ability to know when there is a need for information , to be able to identify , locate , evaluate and effectively use that information for the issue or problem at hand. I think that literacy and information literacy is different in its own ways. I think that the country could not achieve information literacy without the citizens attaining a basic level of literacy because without the ability to read and write , the citizens will not know which one is the correct information which they need it and they will not know how to apply the information correctly.

    ii) Digital divide does not only occur in the less well-of country because it occurs in a prosperous country like Singapore too. In Singapore , not all of the people have access to the internet and they do not use smartphones. Thus , many people suffer from language barrier and a lack of e-knowledge and infrastructure has implications in their society and economy.

    iii) Financial assistance for broad bands
    -Government provide the low income households to have internet access at home.
    Silver Infocomm Day
    -Purpose is to educate and entertain the senior citizens so that they will understand and able to expose to the proper training of understanding technologies.

    Yes, there is a difference. Literacy is the ability to read and write while Information Literacy is to be able to identify, evaluate and effectively using the information to sovle an issue.
    No country could achieve information literacy without its citizens having basic level of literacy, because they do not have the ability to read and write hence they won't be able to gather information to solve any problems.

    ii)
    It is not true. As digital divide also occurs prosperous country like Singapore. Due to poverty not all citizens have access to proper electrionic devices and internet access at home. There are also older generations who they might have zero knowledge about electrionic devices(Computer, Smartphones).

    iii)
    1) The government can provide financial support schemes to help the poorer family to purchase a PC and internet connection at home.
    2) Organize free workshops for the older generations to participate which can help them to learn more about electrionic devices(Computer, Smartphones).

  10. W1 CIS reflection:
    i) Yes. Literacy is when one has been through education and therefore able to read, write and solve arithmetic problems, while information literacy is when one has been through higher forms of education to be able to read, write, solve arithmetic problems and evaluate information from various sources. Thus, information literacy means to understand how to use information effectively and to know when to apply the use of information in society and in our daily activities at one’s fingertips.
    No, a country cannot achieve information literacy without its citizens attaining a basic level of literacy. As they do not have the basic skills to read or write, they are unable to assess or know the credibility of the information given.


    ii) No, it is not true. Although Digital Divide occurs in less well-off countries, developed countries like Singapore also experience digital divide. The targeted audience are mostly the elderly and those who are under financial difficulty. Some may have internet access, however, they may not have the skills to understand how it works. Thus, those with limited or no access to technology are unable to keep up with current affairs.


    iii) The 2 basic measures are:

    a) Community Centres can provide citizens with basic computer skills that are subsidized by the Government

    b) The Government can provide financial assistance schemes to those who are not able to afford computers and smart phones, and to encourage the use of computers by incorporating it in terms of education and other socio-economic activities.

  11. i)There is a difference between Literacy and Information Literacy. Literacy means the ability to read and write while Information Literacy means the ability to identify, organized, locate, evaluate, and share that information. No, the citizens will have a difficult time getting the correct information if they do not have the basic level of literacy.

    ii)No, this is not true. Even though Singapore is a prosperous place but there is still some citzens who can't afford electronic devices and access to the internet.

    1)The government should consider lowering or subsidising import duties and/or sales taxes on IT goods and services for the needy.
    2) The government can provide subsidies for both the eldery and low income families to take out basic computer courses.

  12. (i) Is there a difference between Literacy and Information Literacy? Can a country achieve information literacy without its citizens attaining a basic level of literacy?

    Yes. Literacy as defined by the Merriam Webster is the ability to read and write. Whereas, Information literacy as defined by United States National Forum as the ability to know when there is a need for information, to be able to identify, locate, evaluate, and effectively use that information for the issue or problem at hand.
    Literacy is the core and most fundamental skill through path of education. It is a required skill to continue pursuing a higher level of education. In order to be Information literate, one must have the basic literacy skill in order to be able to identify, locate, evaluate, and effectively use that information for the issue or problem at hand.
    Thus yes, there is a difference between Literacy and Information Literacy. Information literacy is a more sophisticated form of literacy. Unlike literacy, which is the core requirement for further/higher education. Where Information literacy is NOT a requirement for further/higher education.

    Can a country achieve information literacy without its citizens attaining a basic level of literacy?
    Probably not. Because in order to be able to identify, locate, evaluate and effectively use the information for the issue or problem at hand, one must be able to read, write and understand the given information before producing a solution for the respective issue or problem.

    (ii) Digital Divide is said to occur only in the less well-off countries. Is this true? Does Digital Divide occur in a more prosperous place like Singapore?

    False. Although Singapore, a prosperous country has an aging population problem. Where majority of the population lies between the ages of 40 -55 years old (according to 2013 statistic data provided by singstat). Singapore’s Information Technology industry only started to accelerate near year 2000, after the Infocomm Development Authority of Singapore was formed to be responsible for the development and growth of the infocomm sector in Singapore. Thus, majority of the Singapore population before 1990’s are not taught to be reliant on computers to gather information. Therefore, digital divide still occurs in a more prosperous country like Singapore however, adoption of technology is much easier compared to developing countries such as Afghanistan, Libya or even United Arab Emirates, where there is a significant gap between the wealthy and the destitute.Thus, Yes. Digital Divide still occur in places like Singapore.

    (iii) Identify 2 basic measures that a government can do to alleviate digital divide.

    1. Promote training workshops and community programmes that target Singaporeans to learn more about infocomm technology to improve adoption rates of infocomm technology.
    2. Provide programmes that target low-income households and the late adopters of infocomm technologies.

    (i) Yes , there is a different between Literacy and Information Literacy.
    Literacy is to have the ability to read , write and do arithmetic while
    Information Literacy means the ability to know when there is a need for information
    and to be able to find, defined and use that information for the issue or problem at hand.
    No, a country can't achieve information literacy without its citizens attaining a basic level of literacy.
    This is because if you don't have the most basic ablilty to read and write , you won't be able to successfully
    find the information that you need and use the information to slove the issue.

    (ii) No, Digital Divide does not occur only in the less well-off countries but also prosperous place like Singapore.
    Digital divide is a gap with those who have access to technology and those who don't.
    Digital Divide is occurring Singapore , this is why Singapore's goverment is setting up lots of plan to try and solve this
    problem.

    (iii)Singapore Goverment introduce IN2015 , which is a ten-years masterplan , to solve the problem. The goals for this plan
    is to achieve 100% computer ownership in homes with school-going children and to achieve 90% home broadband usage.
    This would increased growth and competitiveness of the infocomm industry and enhanced economic competitiveness and innovation through infocomm.
    Another basic measures is introducing financial assistance to help the less fortunate family to purchase a pc.

  14. (i) Yes, there is a difference between literacy and information literacy. Literacy refers to the ability to read and write which also means whether one is educated or not. Information literacy refers to the ability to evaluate information, locate and effectively put the information to good use. No, the country will not be able to achieve Information Literacy if their citizens are not literate as they will not be able to evaluate the information, locate it and needless to say put it to good use.

    ii) No, digital divide does not only occur in less well-off countries. Even though Singapore is a prosperous country, there are also many citizens living among us who might not be able to afford any laptops or a broadband, therefore lacking behind in the e-lifestyle. There are also the elderly, who are very much lacking in e-knowledge. This is where the gap occurs.

    iii) IDA is helping the students from low-income families be able to afford a new computer by offering a 75% discount off their choice of computer. They also have a broadband -only programme for students who already own a computer but has no fast broadband, the students only have to pay $1.50 a month for 36 months for a fixed line or a broadband subscription.

    No. Without basic level of literacy, the citizens will not be able to fully ultilize the tools and technology.

    ii) Yes. As in less well-off countries, the rich is very rich while the poor is very poor. The rich is able to afford high-end technologies while the poor have difficulties obtaining such technology. However, digital divide does affect Singapore to a small extent. Many elderly are usually poor and illiterate, the elderly do not have the means to use and afford such technology.

    iii) The government provides subsides for the poor.
    The government can provide training to those that are illiterate.

Information literacy is the ability to recognize information needs, locate and evaluate the quality of information , storing and retrieving it, making effective use and ethical use of information , and applying it to create and communicate knowledge.
    No. Without citizens having the basic level and knowledge of literacy , which can be gained from basic education or throughout further education from young to old, it’s very hard for the country to gain information literacy or might perhaps even turn undeveloped. Simply to say, citizens are uneducated and have might probably never even gone through education or perhaps little or not completing it. If the citizens cant even read or write, they will have very little general knowledge or maybe none at all. Nonetheless to say, they will not be able to know where and how to find useful and valuable information correctly, and correctly make effective use of it for themselves. Furthermore , they will not be able to understand given information and judge whether it’s useful to them or not. And without being able to do simple arithmethics and little knowledge of solving problems, the citizens will face a lot of challenges and difficulties in life.
    ii) No. In countries, There are also rich and poor people catagorised in society between the young and old, rural and urban areas, and between racial groups. . In Singapore, first is the generation gap. Latest technologies have start to develop in recent years and are getting more and more advanced. Young people in today’s generation have large and ample access to technologies like laptops, smartphones, tablets, games platform since young. However, the old does not have such luxuries in the past and even till now, they might not want to own such technologies. As they did not have high technologies in the past, they might not know how to use them and some do not feel the need to learn them as they have lived 3/4 of their life without technologies. Hence they can survive without them and do not feel lost out. They are aging and retiring and might not benefit them as much either for individual or to keep up with the society. Some might find it hard to learn and give up. As every country has also the rich and poor which applies to Singapore, there are also the poor mainly the elderly or like I have mentioned certain racial groups unable to afford simple or basic technologies.
    iii) 1) Government can provide subsidies and financial assistance schemes to aid the poor or the elderly to be able to afford basic technologies needs such as the computer.
    2) Organise more workshops on basic IT computer skills or improving their knowledge on technologies for the elderly and for people who have little skills or knowledge on IT. Schools should also implement more computer courses and lessons to educate students from young. Community Centres can also provide more IT/computer courses that are subsidized for all. In that case, this ensures that everybody regardless of age, rich or poor have at least the basic IT knowledge and skills without worrying about not being able to afford.

  18. i) literacy is different from informan literacy.literacy is the abillity to read and tiowrite.But information literacy is the abillity to find out the key of information to solve the problem. information literacy is very important to locate and evaluate the quality of information. But it is not true that a country achieve information literacy without its citizens attaining a basic level of literacy . Because literacy is the basic of information literacy.Only you have the abillity to read information,can you find the key of information to solve the problem.
    ii)I think it is not true that digital divide only occur in the less well-off countries.because every country faces the problem that there are wealth gap between the rich and the poor. There are also many people can not afford the technologies like mobilephone compute and tables.And the development of technology is very quckily.So digital divide doesnot only occur in the less well-off countries.
    iii)Singerpore should provide more free computer to the poor students and school in order to make every students can use the internet.
    School should give more lessons to students to learn the new technology
    such as the IT.
    The most important things is the goverment should try to make effect measures to make the gap between the poor and rich less.

  19. i) Yes, The difference between Literacy and information literacy is that literacy refers to if one is educated, if the person is able to read and write and do basic arithmetical calculations. However, information literacy refers to the ability to be able infer from a certain information and use it to solve problems. No, a country is unable to achieve information literacy witout its citizens attaining a basic level of literacy. This is because, to be able to infer from an information and to use it to solve problems, Citizens of that country must at least have a certain foundation of literacy. At least being able to read, write and do certain arithmetical calculations.

    ii) No, Digital Divide does not only occur in less well-off countries. It also occurs in prosperous places such as Singapore. This is because, even in Singapore, there are people that are unable to afford Computer or have access to internet thus being left behind the e-lifestyle. Also, there are elderly in Singapore that have absolutely no idea how to operate the latest technology and thus also being left behind the e-lifestyle. Thus, we can say that Digital Divide does not only occur in less well-of countries but also prosperous places such as Singapore.

    iii) Government can implant programmes to help its citizens subsidise their purchase of computer or subscribing for internet access so that poorer citizens are also open up to the e-lifestyle thus alleviating Digital Divide.
    Government can also organise workshops that teaches people like elderly how to operate a computer thus elderly will not be lacked behind the e-lifestyle and thus alleviating Digital Divide among the nation.

    I) Yes, I believe that there is a difference between literacy and information literacy. Literacy is an ability to read or write. Information literacy is to obtain information and use it to their own advantage.
    No. I don't think that the citizens can achieve information literacy without its citizens attaining a basic level of literacy. In order to use a written information with letters, you have to at least need to be able to read and understand what is the information talking about. Literacy is like that foundation of information literacy, without being able to read the information, you will definitely unable to understand the required information that is needed to solve certain problems. Citizens must have at least a certain amount of knowledge of reading and writing to be information literate.

    II) False, Digital divide also occur in Singapore. It is true that Singapore have lesser digital divide compare to some well-off countries. However, Singapore is not totally free from Digital Divide. There are people in Singapore that is unable to afford a proper technology device and a proper internet modem. Some elderly in Singapore does not even know how to use a smartphone. However, Singapore is trying it's best to fix this issues. That is why they have decrease the prices of some devices for not so well-off families and provide free internet access in certain areas or schools. Thus, it is certain that Digital Divide also occur in Singapore

    III) Firstly, government can start reducing prices of the devices. For example, laptops and desktops. These are the devices that we need to in order to make life easier.
    Secondly, government also need to provide cheaper internet access for those families that is unable to afford a proper internet modem. These are necessary because we can obtain information from all over the world easily with the help on the internet.
    With these, I believe it will help tremendously and fix the Digital Divide issue in Singapore

    by increasing citizens' education quality and government's broadcast.
    2 Every country has Digital Divide even in some pool country.AS a Chinese,my country is just a developing country.But some people in China can earn more than
    millions some other people can only earn 1thousand RMB per month.In my opinion, the Digital Divide between rich and poor is getting wider.
    3 One is give every person same chances to change themselves.Another is change people's concept Digital Divide

  22. 1) There are a slight difference between literacy and information literacy but I believe you need both of them. Firstly, in order for you to access, you will need basic literacy like reading or having a knowledge first then writing down what you have evaluated. No, if they do not have basic literacy, the result of information they give could be unreliable.

    2) It could happen expecially to 3rd world countries. However, every country will experience Digital Divide once. In Singapore, senior citizens who do not have any idea of computer or its technology could experience digital divide too. Hence, courses are intended to help them to upgrade themselves.

    3) The government should roll out courses that could help upgrade those individual on their IT competency. The accessibility of Computer, WIFI, Internet should make cheaper and simpler for individuals.
